Benefits for education and participation; application

For children, adolescents and young adults, benefits for education and participation can be applied for by recipients of basic benefits for job seekers, social assistance, benefits under the Asylum Seekers' Benefits Act, child allowance or housing benefit.

Description

Through the benefits for education and participation, children, adolescents and young adults from financially weak families have the opportunity to take advantage of offers in school and leisure time when they could not otherwise afford the costs for them and can thus have better educational and developmental opportunities.

The benefits for education and participation include:

Excursions and multi-day class trips.

The costs of one-day school excursions and multi-day trips within the framework of school law are covered in the actual amount if all requirements are met. The same applies to one-day trips and trips lasting several days for children attending a day care center or for whom day care is provided.

Personal school supplies

Pupils receive a subsidy of EUR 156 for school equipment (e.g. for school bags, sports equipment and writing, arithmetic and drawing materials) in the calendar year 2022 in two installments (in principle EUR 104 on August 1 and EUR 52 on February 1). Personal school supplies are adjusted annually by the same percentage as the standard requirement.

School transport

For pupils who are dependent on school transport to attend the nearest school of the chosen course of education, the actual expenses required for this are taken into account, insofar as the transport costs are not covered elsewhere. In Bavaria, school transportation may be covered by other means, in particular by the regulations on the exemption from school travel costs (see under "Related topics"). A regular personal contribution is not provided for.

Learning support

Pupils receive appropriate learning support if this supplements school offers and is suitable and additionally necessary in order to achieve the main learning objectives. This does not necessarily mean that the student is at risk of being promoted to the next grade. The prerequisite is that the school offers to be used as a priority are not sufficient. The necessity of learning support can be confirmed by the school, for example.

Lunch

For each child entitled to benefits, the expenses for participation in the communal midday meal at school, in the day care center or in the day care center are paid. The child's own contribution per lunch is not charged.

Support for participation in culture, sports, games, social activities and leisure activities

Until the child reaches the age of 18, at least EUR 15 per month is available for children/adolescents entitled to benefits to attend, for example, a sports club or a music school and thereby incur contributions or costs for equipment. The participation budget can be saved to a limited extent.

Prerequisites

Eligible for education and participation benefits are children, adolescents and young adults up to the age of 25 (except: benefits to support participation in the areas of culture, sports, games, socializing and recreational activities - age limit there: 18 years), who cannot cover their education and participation needs from their own income and assets or their family's own income and assets and who are therefore entitled to basic benefits for job seekers, social assistance or benefits under the Asylum Seekers' Benefits Act or whose families receive child supplement or housing allowance.

Procedure

Basic benefits for jobseekers

If you have already submitted a "basic application" for basic benefits for jobseekers, you do not currently need to submit a separate application for education and participation benefits.

In this case, you can make an informal claim for education and participation benefits at the job center responsible for your place of residence or at the independent city or district office. The required attachments must be submitted.

If you have not yet received benefits for basic support for jobseekers, you must submit an application.

Benefits within the framework of social assistance

A prior application is required for all benefits of the education and participation package - with the exception of school requirements. Benefits for learning support do not have to be applied for separately in the period from July 1, 2021 to the end of December 31, 2023, but are already included in the application for benefits to secure subsistence. Applications must be submitted to the social welfare agency responsible for your place of residence (independent city or district office).

Benefits under the Asylum Seekers' Benefits Act (AsylbLG)

For all benefits of the education and participation package - with the exception of school requirements and learning support (see below) - a prior application is required. Benefits for learning support do not have to be applied for separately in the period from July 1, 2021 to the end of December 31, 2023, but are already included in the application for asylum assistance benefits. Applications must be submitted to the local institution responsible for your place of residence (independent city or district office).

Child supplement and housing allowance

If you receive child allowance or housing benefit, you still need to submit a separate application for education and participation benefits. The application can be made informally, e.g. by e-mail.

Deadlines

Claims for benefits of the education and participation package for recipients of benefits for basic security for jobseekers must be made within a current grant period.
