Municipal road and bridge construction projects; application for funding under the Municipal Special Construction Burden Program.
The Free State of Bavaria grants subsidies for construction measures on state roads, as well as for the construction of independent cycle paths and for measures to improve accessibility and access from individual to public transport.
Description
The following can be funded from the Bavarian Fiscal Equalization Act (Art. 13f BayFAG)
- Construction of bypasses or relief roads in the course of state roads that are the special responsibility of municipalities,
- Modification of existing intersections of state roads with county and/or municipal roads, provided that the municipalities and counties concerned bear the modification costs,
- Construction of dependent (sidewalks and) cycle paths on state roads, insofar as the municipality assumes the costs,
Construction or expansion of cycle paths and other sidewalks and cycle paths within the meaning of Art. 53 No. 2 of the Bavarian Roads and Paths Act, as well as the expansion of public field and forest paths within the meaning of Art. 53 No. 1 of the Bavarian Roads and Paths Act, which are of traffic significance for supra-local cycle traffic and for which the municipalities bear the construction obligation or the districts bear the special construction obligation, - construction measures by municipalities and administrative districts to create barrier-free access and improve access in the transition area from individual to public traffic,
- Planning with regard to measures to create barrier-free access at railroad stations.
Recipients of grants
Municipalities and counties can receive grants for the individual funding measures in accordance with the allocations in the description.
Eligible costs
Reference is made to No. 6 of the Guidelines for Grants from the Free State of Bavaria for Road and Bridge Construction Projects of Municipal Building Authorities (RZStra).
Type and amount
Funding is granted on a pro-rata or fixed-amount basis in relation to the eligible costs. The amount of funding is determined in accordance with No. 7 of the RZStra.
Prerequisites
- The remaining financing of the project or a construction phase with its own traffic significance must be guaranteed.
- The type and scope of the project must be urgently required to improve traffic conditions.
- The project must be flawless in terms of construction and traffic engineering, protect the natural balance, the landscape and land as far as possible and be planned taking into account the principle of economic efficiency and economy.
- The needs of people with disabilities or mobility impairments must be taken into account.
- Funding in accordance with Art. 13f BayFAG is only possible if the eligible costs exceed the de minimis limit of 50,000 euros.
- The funding quota for new projects to be included in the program is limited. If the demand for funding exceeds the available expenditure funds, the other funding items are given priority over measures to improve accessibility and access routes and over planning with regard to measures to achieve accessibility at railroad stations.
- Projects on state roads must be coordinated with the responsible state building authority at an early stage.
Procedure
The funding application must be submitted to the responsible district government.
Deadlines
The project must not have been started yet.
Please note that there is a deadline for submitting applications for grants from funds under Art. 13f BayFAG. Applications must be submitted by September 1 of the year preceding the start of funding at the latest.
