School supervisory approval is required for the implementation of new buildings, conversions and extensions at vocational schools. The governments are responsible for issuing these permits.

Approval by the school authorities shall be granted if the necessary space requirements for the numbers of pupils and classes to be expected in the long term - taking into account the existing situation - are covered and the smooth running of the school is guaranteed. In the case of conversions and extensions, approval may already be granted if the realization of the planned construction measures will at least improve inadequate school conditions. The application to be submitted by the funding agency with the participation of the school must be accompanied by documents on the actual catchment area, insofar as a school district has not been legally established for the school, the number of pupils to be expected in the long term, the space requirements of the school on the basis of §§ 3 and 4 of the School Construction Ordinance (SchulbauV) with information on the function and size of the planned rooms and areas, the existing stock and its future use.
