Description

Purpose and object of funding

Health regionsplus are to be enabled to carry out projects in the fields of action "health promotion and prevention", "health care" and "nursing". To this end, the Bavarian State Ministry of Health and Care supports the establishment of offices of the Gesundheitsregionenplus as functioning cooperation and coordination structures with state grants.

Grant recipients

Grant recipients are

• Bavarian counties,
• Bavarian independent cities,
• Associations of counties and/or independent cities in Bavaria.

Independent cities without cooperation with one or more neighboring counties can only receive grants if it is demonstrated that co-supply effects or close structural connections are only of secondary importance in the specific case.

Eligible costs

Eligible costs are personnel and material expenses (e.g. office supplies, travel expenses, public relations) that are directly related to the establishment and operation of the office of the health regionplus in the fields of action "health promotion and prevention", "health care" and "nursing" and that comply with the principles of economic efficiency and economy.

Expenses for permanent staff are not eligible. Construction investments are not eligible for funding.

Type and amount of grant

The grant is awarded as project funding in the form of fixed-amount financing of up to 50,000 euros per year.

It is not detrimental to the funding if the office deals with topics other than the three main fields of action to an extent of up to 10%. However, the topics must be closely related to the health care system. Appropriate evidence of the scope of this activity must be provided. If the scope of the office activities in fields other than the three main fields of action exceeds 10% of the total activities, the grant must be repaid in full.

Eligible expenses may only include personnel expenses to the extent of one position. The value is not determined by the actual classification at the grantee, but by the relevant classification in the TV-L on the basis of the existing job characteristics.

Funding is provided for the grant year at the most from the grant date and for four further full calendar years.

Prerequisites

Funding is conditional on

• a decision of the responsible bodies of the respective regional authority(ies) on the formation of a health regionplus with the following requirements:

  • Organization of the Health Regionplus according to the principles outlined in Part II of the Implementation Strategy, in particular a health forum, working groups and establishment of an office;
  • Implementation of the main fields of action "health promotion and prevention", "health care" and "nursing care";
  • Submission of an annual implementation plan that includes measures of an appropriate scope that do not contradict the goals of the state government;
  • Submission of semi-annual progress reports to the Bavarian State Office for Health and Food Safety (LGL);
  • Participation in an overall evaluation of all health regionsplus by the Bavarian State Office for Health and Food Safety.

Procedure

The funding application must be submitted in writing and in full to the granting authority (the State Office for Health and Food Safety) using the form in accordance with Model 1a to Art. 44 BayHO (see under "Forms"). The individual documents that must be submitted for a new or an existing health regionplus are shown under "Required documents".

The State Office for Health and Food Safety examines and decides on the application and issues the notification of funding.

Special notes

Multiple funding

For measures that are funded according to the GRplusFöR, no subsidy from other budget funds of the Free State of Bavaria may be claimed. If federal or EU funds are granted for this purpose, the grant from funds of the Free State of Bavaria will be adjusted accordingly. Grants for projects initiated by Gesundheitsregionenplus remain unaffected.

EU state aid law

The activities of the Gesundheitsregionenplus within the scope of the three main fields of action constitute the provision of services of general economic interest. The grant therefore constitutes permissible and non-notifiable aid within the meaning of the Commission Decision of December 20, 2011 on the application of Article 106 (2) TFEU to State aid in the form of public service compensation granted to certain undertakings entrusted with the operation of services of general economic interest (OJ L 7, January 11, 2012, p. 3). When passing on state funds to companies within the meaning of Article 107 (1) of the Treaty on the Functioning of the European Union (TFEU), the recipients of the grant must comply with EU state aid law or establish a consideration in line with market conditions in accordance with the applicable legal provisions.

The grant applied for is a subsidy within the meaning of Section 264 of the German Criminal Code (subsidy fraud). The facts relevant to the granting of the subsidy are relevant to the subsidy, cf. Art. 1 Bavarian Subsidy Act (BaySubvG). A declaration to this effect must be submitted with the grant application.

Projects that have already begun cannot be subsidized. The decisive date for the start of the project is the date of approval, not the date of submission of the application to the Bavarian State Office for Health and Food Safety (LGL).

Deadlines

If more applications are received than budgetary funds available, they will be considered in the order in which complete applications are received.

Processing time

The average time from application to start of funding is about 8 weeks.

  • a description of the health regionplus (to be founded) (see under "Forms")
  • a decision by the competent bodies of the local authority(ies) to form a Health Regionplus,
  • a cost and financing plan (see under "Forms")
  • Information on the grouping and job characteristics as well as the temporal scope of the activities of the office management
  • an implementation plan outlining the measures planned for the first year (see under "Forms")
  • in the case of a merger of several local authorities: the cooperation agreement pursuant to No. 1.7 sentence 4 of the GRplusFöR

• for already existing health regions plus:
  • an evaluation (preliminary final report) at the end of the five-year funding period from the funding under the Health Regionsplus funding concept (as of 09.03.2016); if this has not already been submitted in advance to the Fachliche Leitstelle,
  • the decision of the responsible bodies of the regional authority(ies) to continue the Health Regionplus,
  • a cost and financing plan
  • information on the grouping and job characteristics as well as on the temporal scope of the activities of the office management
  • an implementation plan which presents the measures planned for the first year
