Building area; development
Development means the construction or maintenance of facilities required for the building use of land.
Description
Development includes connection to the supply and disposal networks such as electricity, gas, public water supply and sewerage (technical development), but also the traffic development of a property.
To distinguish it from other meanings of the term, it is also referred to as development of building land. Development is generally the responsibility of the municipality. As a rule, there is no legal entitlement to development.
The development of a plot of land must be ensured before it can be built on. In this sense, development is assured if the construction of the development facility can be expected at the time of use or completion of the building.
Fees
Contributions must be paid to the municipality or to the utility companies for the construction of the development.
In addition to the traffic routes, contributions may be due for piped facilities (water, sewer) as part of the development. A decision is made between the contribution for the new construction of the facility (construction contribution), the contribution for the improvement of an existing facility (improvement contribution) and the contribution for the renewal of an existing facility (renewal contribution). The basis for the contributions to piped facilities are contribution calculations and the integration of the calculation results into the statutes of the municipality.
