Medical specialist; application for recognition of a foreign specialist qualification from the EU

If you have acquired a specialist qualification in the EU, in a state of the European Economic Area or to which Germany and the European Union have granted a corresponding legal right, you can apply for recognition.

Description

If you hold a specialist-related diploma, specialist-related examination certificate or other specialist training certificate (proof of further training) from the territory of the European Union, the European Economic Area (EEA) or a state to which Germany and the European Union have granted a corresponding legal right (contracting state), you can submit an application to the Bavarian Medical Association on the basis of EU Directive 2005/36/EC on the recognition of professional qualifications in conjunction with Section 18 of the Further Training Regulations for Bavarian Physicians.

If the specialist qualification is listed in Annex V, point 5.1.3 of Directive 2005/36/EC, the automatic recognition procedure applies.

If you hold a certificate of further training for a qualification from the territory of the EU, EEA or a contracting state that is not listed in Annex V of Directive 2005/36/EC, the application will be processed according to the general recognition procedure. For this purpose, the equivalence of the level of further training is examined. The level of further training is considered to be equivalent if your further training does not show any essential differences compared to the further training according to the further training regulations for physicians in Bavaria in the currently valid version.

  • Significant differences can be compensated in whole or in part by knowledge, experience and skills acquired by you in the course of your professional practice in a member state of the EU, an EEA state, a contracting state or a third country.
  • If substantial differences are not compensated by professional practice, an aptitude test covering the knowledge, experience and skills in which substantial differences exist is required.

Procedure

The application for recognition of a foreign specialist title in accordance with the EU directives must be submitted online via the homepage of the Bavarian Medical Association.

The application is to be completed online and must be printed out at the end. Afterwards, the paper application must be completed with the medical curriculum vitae, signed and sent to the Bavarian Medical Association with the required documents.

Processing time

The Bavarian Medical Association will confirm receipt of the application documents within one month. It informs which documents are missing, if any. It decides on the recognition no later than three months after receipt of the complete documents. In justified cases, this deadline can be extended by one month.

    • Diploma of basic medical training in original language with translation by an officially sworn translator
    • Diploma/recognition/certificate of completed further training in original language with translation by an officially sworn translator
    • EU certificate of conformity issued by the competent body in the country of origin in the original language with translation by a sworn translator.

  • General recognition procedure according to EU Directive:

    • Diploma of basic medical training in original language with translation by an officially sworn translator
    • Diploma/recognition/certificate of completed further training in the original language with translation by an officially sworn translator.
    • At the request of the Bavarian Medical Association, if necessary, further documents proving the equivalence of further training

Fees

  • Automatic recognition in accordance with the EU Directive is free of charge.

    Applications under the general recognition procedure are subject to a fee.

    The fees are charged on a time and material basis in accordance with the applicable fee schedule. A minimum fee of EUR 125.00 is due upon application. It is taken into account in the final invoice upon completion. The maximum fee is 1000.00 EUR.
