The counties may enact bylaws to regulate their own affairs. Statutes regulating delegated matters as well as statutes which threaten violations of their regulations with a fine (= reinforced statutes) are only permissible in the cases specified by law.

The procedure for enacting bylaws is regulated in the Landkreisordnung für den Freistaat Bayern.

In addition, counties may also enact ordinances if provided for by law. General regulations on the procedure for enacting municipal ordinances can be found in the State Criminal and Ordinance Law (LStVG). The LStVG and other laws also contain authorizations for the enactment of ordinances by the district in the area of public safety and order.
