Recognition as a provider of instructional courses for applicants for the Advanced Seminar Permit is granted upon application.
For the issuance of the seminar permit postgraduate seminar, a driving instructor must, among other things, participate in an induction course that includes a four-day basic course and a four-day program-specific course.
The providers of these courses must be approved by the relevant government.
Participation in a postgraduate seminar within the meaning of Section 2a, Paragraph 2, Sentence 1, No. 1 of the Road Traffic Act (StVG) is ordered by the driving license authority if a final decision has been made against the holder of a driving license on account of a criminal offense or administrative offense committed during the probationary period, which is to be entered in the driving suitability register.
If a driving instructor wishes to conduct these postgraduate seminars, he or she must obtain a seminar permit.
Recognition as a provider of instruction courses (advanced seminar) is granted if
- a proper course plan is submitted, which includes the contents of § 13 Implementing Regulation for the Driving Instructor Act (DV-FahrlG) in conjunction with § 35 Driving License Ordinance (FeV). § 35 Driving Permit Ordinance (FeV) are recognizable,
- suitable instructors are available who are capable of imparting the required knowledge and skills,
- the necessary teaching materials are available
- there are no doubts about the reliability of the applicant.
The application must be submitted to the locally responsible government in writing or electronically (by e-mail). If the requirements are met, official recognition is granted in the form of a notice.
The other governments and the district administrative authorities also receive a printed copy of the decision.

Expenses (for the expert of the Government of Upper Palatinate and, if applicable, for postal delivery certificate) are charged in accordance with the schedule of fees for road traffic measures.
