Commercial specialized flight operations; application for a permit to conduct
The conduct of high-risk commercial specialized flight operations requires prior approval.
Description
High risk commercial specialized operation means any commercial specialized operation conducted over an area where the safety of third parties on the ground would be likely to be endangered in an emergency, or as determined by the competent authority of the location where the operation is conducted, any commercial specialized operation which, due to its special nature and the local environment in which it takes place, poses a high risk, particularly to third parties on the ground.
The conduct of high risk commercial specialized flight operations requires prior approval.

Prerequisites
The submission of a declaration to conduct specialized flight operations in accordance with ORO.DEC.100 of Regulation (EU) No. 965/2012 is required (see under "Related topics").
Procedure
The application has to be submitted to the competent aviation authority (Luftamt) as the responsible licensing authority if you have your place of residence or business in Bavaria and the flight operation is performed with aircraft other than technically complex aircraft (Def.: Art. 3 letter j of Regulation (EC) No. 216/2008) and exclusively according to visual flight rules. Otherwise, the Luftfahrt-Bundesamt is the competent authority.
